A Prevention Story; 3 people stood beside a river. It was wide, and the waters deep and turbulent. As they watched, children began floating down river. Some were drowning, most were struggling, ALL WERE IN DANGER. The 1st person tore off his coat and jumped in the deep water to save the children. He reached 1 out of every 20 and became tired easily. The 2nd person said he knew a place just upstream where the water was not so swift or deep or wide. He would go there to keep them from getting into this deep water. The 3rd person said, he would go to the river's source to keep the children from the water altogether........OOPS!
